Draft Digital Personal Data Protection Rules 2025 Receive 6,915 Suggestions During Public Consultation

The Draft Digital Personal Data Protection Rules 2025 have received 6,915 suggestions during the public consultation phase. Learn what these inputs mean for India’s evolving data privacy framework.

India’s journey toward strong digital privacy regulation took a major step forward as the Draft Digital Personal Data Protection (DPDP) Rules, 2025 received 6,915 inputs from citizens and stakeholders during the public consultation phase. These rules are designed to operationalise the DPDP Act, 2023, which provides a comprehensive legal framework for the processing of digital personal data while balancing individual rights with lawful data usage.

The feedback, which was submitted by individuals, civil society groups, industry bodies, and legal experts, will help refine the rules before they are finalised. The Ministry of Electronics and Information Technology highlighted that the consultation reflects the government’s commitment to building a safe, trusted, and accountable cyberspace.

The DPDP Act mandates that data fiduciaries (entities handling personal data) implement reasonable security safeguards and technical measures to prevent breaches. The draft rules are expected to detail procedures for consent management, grievance redressal, data breach reporting, and cross-border data transfers.

In parallel, the government continues to strengthen cybersecurity awareness through initiatives like CyberShakti, ISEA workshops, and multilingual campaigns on platforms such as Stay Safe Online and InfoSec Awareness. These efforts aim to build digital literacy and resilience among citizens, especially women and law enforcement personnel.

The update was shared by Union Minister of State for Electronics and IT, Shri Jitin Prasada, in the Rajya Sabha on July 25, 2025, highlighting India’s proactive stance on privacy governance.
